Check this location as a meta-server: /location/of/baseq3/baseq3/cl_game/pak0.pk3. Correctly named files are : pak0.pk3 and meta-server.plg. Your plg name should be nameofplg.plg just like other game.

If the name of the server that you want it too be nameofserver.plg, then the file's name should be nameofserver.plg.png. If you want to play a multiplayer game, place this meta-server.plg in the pak0.pk3 that is in the same directory, and then place the pk3 file you want to play in the same directory.

Another thing: each plg file it can be single or multiplayer. To be safe, it's best to keep the single file in same directory where it's a single plg file, not multiplayer. Otherwise, other players would need to download and install all plgs...
